Former President and House Speaker Gloria Macapagal-Arroyo confirmed that the National ID or the Philippine Identification System (PhilSys) system is set to implement by September.
The Philippine Statistics Authority (PSA) assured that they are ready to conduct the first batch of registration and issue the first IDs this coming September 2019.

In a recent report of the Manila Bulletin, around 6 million Filipinos can start the registration of their National ID during the first batch of release.
PSA Deputy National Statistician, Lawyer Lourdines Dela Cruz said that the first to register will be indigent, persons with disabilities (PWDs), and government workers.
She also added that registration will be free of charge. Applicants must be a Filipino and resident alien at least five years old to be eligible.
The information to be gathered for the Philippine Identification System includes biometrics (thumbprint, iris and face scanning), full name, s^x, date of birth, place of birth, blood type, and address; while marital status, mobile number, and email address will be optional.
After the registration, they will be given a permanent Philippine Identification System (PhilSys) number. However, the actual card will be issued a few days after all the information is validated.
The National ID card will serve as a single identification system for all Filipino citizens and resident aliens. This will help to eliminate the need to present other forms of identification card when transacting with the private and government sector.
According to Dela Cruz, around 100 million cards will be issued to Filipinos and resident aliens by 2022.
The legislation which seeks to implement this system is the “Philippine Identification System Act” or National ID Law (Republic Act No. 11055) which was signed by President Rodrigo Duterte on August 6, 2018
